How do I know what the locally requested rate is for professionals?

As a Premium Plan member, you have access to view the requested rate of individual professionals.

Click on a professional's profile and you'll see their requested rate right under their name:

You can also see a professional's rate when using the "Find professionals" feature. All of the rates will appear next to the title and under the name:
